That's a tough one because one of roaches fav places is cardboard boxes...I always heard they ate the glue. So what I would say is don't let boxes sit around for long, either before or after the move. If you drag out your packing, they might return and hide in your to-go boxes and come along with you. After you get there, if there are any immigrants in your boxes, you need to unpack fast and get rid of the boxes before they start exploring the new house.

You can use more garbage bags or plastic both for moving and for household storage in the new house? And go through EVERYTHING even stuff already stored away, to make sure they aren't still lurking around.

They don't gravitate necessarily to mess or filth as we sometimes think. They like gaps and crevices. If a house is dirty and cluttery, we assume that it is also in disrepair, meaning things are loose, coming undone, etc because you assume that if they aren't cleaning their dishes, they aren't fixing their floor either. Low income families who live in cheap apartments can keep the sparkliest home possible and still have roaches...because their building often isn't well maintained.

So make sure there are no gaps in any paneling, flooring, or wood trim, in the new house. This is where roaches LOVE to be, in a nice cozy crack of wood or cardboard where they are kind of closed in from both top and bottom. If you live near a wooded area, such as on an acreage with a bunch of trees, they are likely to love this house. So take precautions with regular exterminator visits.

just use the same treatment where you move to, i always used ortho boric acid powder, it kills roaches with no poison, they cant grow any defenses against it unless they stop breathing through side slit gills. such is life. get them where they live.

Unless you go through everything you own with a fine tooth comb there's nothing you can do. The bugs will hide anywhere.
