You are allowed to bring 1 litre of alcohol, as long as it is packed in your suitcase and the alcohol content is less than 70%.

You are allowed to bring $100 USD worth of "gift merchandise" with you, for other people. Anything over $100 is taxable and subject to customs import duties. 150ml of your vodka would apply to this amount, and the rest of the vodka would be taxed.

You are allowed to bring $200 USD worth of "personal merchandise" for personal use. Everything else is taxable. Alcohol can not be considered part of this $200.

As of September 2005, beluga caviar is banned from import to the US.

I do not know about caviar but tell her not to buy any Vodka because she will not be allowed to take it on the plane. No liquids in a container over 3 ounces will be allowed on the plane.
Even if it is purchased in a "Duty Free" store at the airport.
I have traveled from Russia and watched it be taken from other people in Moscow

Officially you can bring only one liter of alcohol beverages (2 0.5 liter bottles or 1 bottle of a bigger volume, normally two 0.7 bottles are fine). Don't forget to check them in (put in a suitcase), because it's not allowed as a carry-on.

Be careful with caviar. Beluga caviar is now prohibited for bringing in the U.S. Red caviar is fine, I believe.
