What is average (in inches) for a 15 in english saddle flap. From the deepest part in the seat, to the lowest part on the flap?

That depends upon the type of saddle it is. Hunter, dressage, all purpose..

Also some saddles have a choice of a longer or shorter flap.

Jumping saddles will have a more forward flap and it wil be shorter. The seat will be more flat than a dressage saddle.
The dressage saddle will have very long flaps and a deep seat. The flaps are very straight down and very long.
The size of a saddle like 15" does not deal with the flaps in any way. The size is refering to the seat size. A 15" english would be a childs saddle.
Most are 16 17 18 19 like that they run smaller than western saddles.
Depending on what your primary riding style will be will depend in what type saddle you want.
I have something called an event saddle. Three day eventers use them as they are sort of a middle of the road all purpose saddle. Used for jumping cross country and dressage.
If I was going to do more dressage I would need to get a dressage saddle. I could not compete at higher levels with out one. I ride in a 17 1/2 " Senior event saddle made by Collegiate.
It is a nice all purpose saddle and it has held up really well.
The measure on an english saddle is taken from the front rivet on the very front to the middle of the back oft he seat. Hope this helps some.
