Mandalay Bay's is undergoing renovations right now, and it looks like it's going to be bigger and better. Wynn has one that's pretty nice. Of course you need to be a guest at the hotel.

Try the fountain in front of the Bellagio after midnight. Seriously, I have frolicked naked in there many times with no response from the Police
