What does this mean when you're "the new cancer?"
Does it mean like, you are "the new thing?"

No, Cancers are cells that grow that are out of control. So they are not good. So when they call someone "The new cancer', they are indicating that they don't like that person because he or she is becoming a pain and causing people distress. A cancer is a blight so it is not a very nice if someone calls you that. Now that is the opinion of an "Old timer" who is a little out of touch with the younger people of today.

Referring to a person? I have no idea.

Referring to a disease, though, it would be a recently-appeared, incurable and devastating illness... kind of like AIDS twenty years ago (of course, it still is all those things, but we didn't know much about it at the time).

its a compliment, like when you didn't like something but it grew on you. You should tell your girlfriend/boyfriend the same thing.
