Canada doesnt play in the Copa America because Canada is not in South America. They can be invited to play in it.
Copa América is the main national football competition in South America.
Participating nations are Argentina, Brazil, Bolivia, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay and Venezuela. Two invited teams from other confederations complete the 12-team field.
Canada plays in the CONCACAF (the Confederation of North, Central American and Caribbean Association Football) is the continent-wide governing body for football (association football) in North America, Central America and the Caribbean. Three South American entities, the independent nations of Guyana and Suriname, and the French département of French Guiana, are also members.
Canada won the CONCACAF GOLD CUP in 2000.

It is possible for Canada to play in the Copa America but they need to be invited by CONMEBOL the south american soccer federation, but in an effort to raise the level of play they only invite possible contenders, also there are only 2 invitees per cup, this year it's Mexico and the U.S..Past invitees include Japan, S Korea and S Africa.

Because they are not strong enough to compete with the South American Powerhouses: Argentina, Brazil, Paraguay. Once Canadian Football gets better, then I believe they will be invited to play. In the meantime, keep getting better Canada.

CANADA is part of North & Central America & the Carribbean (CONCACAF). therefore the national team did not participate in the upcoming 2007 Copa America in VENEZUELA.

the UNITED STATES & MEXICO are taking part in this tournament as the guest nations although both teams are from the CONCACAF region.
