The suit must have a fitted look but the individual is very thin.
Can anyone direct me to brands that cut their suits in this manner OR recommend any custom suit designers in the NYC area

The more expensive the better.
Italian makers in general cut thier suits for skinny dudes.
Try Armani, Versace...... Dolce & Gabbana, all the classics.....
You can get even deeper into it if you want to.
If you don't have deep pockets, start with Calvin Klein.

I would refer you to go for Tailored Suits Paris, they are the best in those kind of stuffs.
