The final muscle size anyone has is predetermined by hereditary factors. All weight lifters you see with bulging muscles, either had the hereditary factor already, before they started working out, or took steroids (which is extremely dangerous and can cause cancer).
Do as many push ups as you can, letting your muscles rest between sets and, if they are hurting next day, rest for a couple of days, than start again. If you have the hereditary factor you will bulk up, if not, be content with a muscle that will have stronger fibers, even if it will not be visibly bulky. You will be in better health, which should be the whole purpose of your workouts.
