80's movie?

I'm looking for the title of a movie I beleive it was supposed to have taken place in Austraila or Europe....As part of the plot there are kidnappers or muderers with masks....one had a duck mask, they were trying to get at the kids and a teacher or adult inside an underwater cave where they hide and escape?

Any clues.
