sometimes evil is not the ultimate evil sometimes it is made evil. but it is the same question we all ask everyday like why did God create this person if he knew that they were to be on drugs and ruin their life? or why did he create someone who blows their health away? i believe that to a point our human determination and Gods will go hand in hand everything happens for a purpose and even the person is meant to show something that affects someone else. so to answer your question GOD created him as good and one of the elite archangels and Satan choose to become evil because of his own inability to know his place. he thought that he could overthrow GOD. but that is why Jesus was sent. to give a choice which is the greatest power we all have. Lucifer chose to rule a place he do sent even own. he choose his doom he choose to be evil and also aided due to his pride in which also aided his fall . but also we have to understand that God's will is never ours.

He didn't decide that he should know everything until after he created the angels. Once Satan revolted, he figured that he'd better know everything as a matter of security.

It's kind of like that Patriot Act, but in Heaven.

(on a side note, I'm surprised by the amount of people that don't know enough about their own religion to know that God created everything, including the angels, which Satan is. Odd... that's why I got out of that mess.)

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.

The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.

Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.

Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.

Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

Why do we have children knowing that they could potentially turn out to be disasters? God created the angels first, they were his first beings. Lucifer was an Archangel like Micheal and he was the most beautiful. God was heartbroken when his "child" his creation turned on him. In the same way that a parent whose child turns on him feels I would imagine. If they turn to evil and become a danger it's not unusual for a parent to ban his child from the family for the good of the family. In that sense then it is not unusual for the child to attempt to bring about the downfall of the father. Or in the case of God and Lucifer the created trying to overthrow the creator. The same question could be asked "Why does Lucifer continue to try and win the battle to overthrow God when he knows that he will lose in the end?"

Satan was a good but since a fallen angel from Heaven. God created him but Satan decided to live in rebellion to what is how he was supposed to live. Satan will tempt you all the time without a blink of an eye. He will harras you, seek you, tempt you, make your life a living hell and then kill you. See the example of Anna Nicole Smith now a rotting corpse in the pitts of hell. She dicided to pose in Playboy, she decided to get hooked on drugs, she decided to live an irreponsible life, she decided to get knocked up out of marriage, Satan killed her son, Satan killed her. Satan hates you, me. The only one that loves you is God inspite of your imperfections and short commings. He will guide you and love you if you give him a chance.

We need balance in our lives. If we didn't, what's the point of our own being? The bad comes so we can learn to either go with it or turn the other direction. It's all about choices and lessons.

Who told you God created Satan? There's no such thing and my view is just as sound as yours.

.god didn't create the devil. well he sorta did but god gave people the ability to make their own decisions. when the devil got up to heaven he didn't agree with god so god made him leave. i hope that helps you
