Truthfully, it depends on who you ask-Thomas Jefferson wrote it, with input from James Madison and Benjamin Franklin...but Jefferson was the main author. So, with my little bit of expertise (haha! Yeah right...) I'd say Jefferson. But then again, it's 10:53 at night, and I'm dead. So I kind of think I'm wrong.
