Is my penis supposed to be open constantly or is it supposed to close when im not having sexual intercourse?

If you have a natural, uncut penis, the foreskin will cover the head (glans) when you do not have an erection. (Closed)

When an erection happens, then the foreskin retracts so the head is exposed. (Open)

This is normal and natural. Men who are "Open" all the time have had part of their penis removed (the foreskin), usually at birth. This is an unnecessary and outdated practice, but the unfortunate men who were cut as infants are permanently "Open."

Do you mean that your foreskin is retracted exposing the glans all the time ie not just when erect ...?

If so, it depends - some men have relatively short foreskins so that the glans is part exposed all the time, some have medium so that it is retracted when erect but covered when flaccid and then again others have long f'skin that never moves back unless you manually move it - penis erect or soft.
