In order to be a singer. It's important to train under a qualified vocal instructor. Definitely take music classes such as music theory, learn how to read music, learn how to perform, eartraining/sightsinging and definitely participate in performances and go on auditions. Learn about how the music industry works. It will take work for the voice to develop and the process of singing such as the importance of the breathe and exercising the diapraghm, but you have to be patient and it will develop if you work at it. Just as long as you love what you do you will be okay. Also learn as many styles of music as you can. Just practice and practice and develop the diapraghm for support.

Firstly rapping is not singing, it's talking fast. Many "singers" today don't even know how to sing properly. You need to get a teacher, and learn the actually science behind how singing works to be able to use your voice to it's fullest potential.
