What does the following statement mean?
"Links must come from pages that are not supplemental."

It is referring to Google's Supplemental Index. There is either a problem with the indexing the page, the age of the page or your domain, incoming links, etc.

Basically, you have work to do on your site.

Some pages are in Google's main index and some are in Google's supplemental index.

That said, it sounds like you're doing a link exchange, and that's a bad idea anyway.
