Does it mean to undo something? Like in this song, doesn't it mean to undo the damage that she (assuming it's a she) wishes she could undo the damage she has allowed this man to do upon her?

It's poetic or figurative. It means ..... to go back in time to change something. What did the tides wash ashore? Troubles, heartache, happiness, a dead body, a bottle with a message,etc ??? If the tides return to yesterday ... it stands to reason that the evidence or circumstance will not exist.

Same as saying ..... go back and change the 'hands of time' (referring to a clock).

I'm not going to speculate on how someone may have meant the phrase to be interpreted in a song."Turning back the tides "is fighting the natural rhythm of the world.
