In India we had declared coexistence as our survival and unity. From 1990 when the matter went to court (tribunal) Karnataka knew that it is obliged to release water to other states as per the agreement.Other states are not demanding for any other use except for agriculture. It is true that when there is no rain the water level comes down in KR'S. Every Government declares that agriculture is backbone of our country and for the survival of agriculture water is the only source.
The Karnataka Government mostly ruled by Congress Party and at rhe Centre also. Instead of making efforts to make alternative arrangements upstream in CARVERY with permission from the Central Government and concerned States it has allowed itself to this state of affairs. And now having no other choice The Karnataka Government raising passion to solve the issue.
Now very close to KR'S dame in a proper site VERTICAL storage tanks may be built after the height of 120-122ft of the KR'S dame and at least 40 to 50 TMC feet of water may be stored to offset the water release to other states. In Karnataka there is no dearth of Engineers and we see high raise building constructed for residential purpose, in the same direction suitable structures may be built in two or more areas and divert the flood water during rainy season and afterwards the level may be maintained which will cause less than that taking a destructive path year after year

That is the main problem with Karnataka. You want to spare water, only when all your needs are satisfied. Tribunals are constituted only to apportion the available waster. They do it on some well recognised principles. It should be accepted.

The answer must be that the other areas will pay dearly for the water.

Apparently the government is corrupt and is accepting payment to their officials for the water against their own people interest.
