To put it simple, before the internet, back when computers were very rare and limited to the public. Ip address were assigned manually, actually, they even used another protocol called NetBios that is based on names not on IPs.
People could manually assign these names because there were not that many. When the internet came along and companies grew bigger, there was a need to have IPs or Names assigned to machines automatically since it was almost impossible for network admins to configure each computer manually (static ips).
That's when DHCP came along, it allowed network administrator to set up a server that after a few configuration and with a preselected range of ips would provide multiple computers (tens, hundreds and thousands) an IP address automatically without the need of manual configuration.
A DHCP server assign this IPs and recycles them or reuses them when this pc is not in used or off. Each user receives a lease that will last usually 48 hours. This means the IP will stay on that pc for about 2 days and then a new lease will be needed. If you pc stays off most of the time, you'll probably loose that ip and it will be assigned to someone else. You would get a new one when you turn on your pc.
This is DHCP, its a simplified form of assigning multiple computers a unique address without conflicts of human errors and at the same time, allowing to re-use the ips, since there is a limited amount of IPs and it seems that we are almost using them all. That's why IPv6 is been created. But that's a whole other story.
To renew your IP address set from windows xp you have to type this command in the command prompt.
Go to start, click on run, type cmd and press enter.
this would bring up the command prompt.
type this:
ipconfig /release (hit enter)
ipconfig /renew (hit enter)
You just released and renewed your ip address in windows xp. You might end up getting the same ip as before though. Good luck.

The Dynamic Host Configuration Protocol (DHCP) is a set of rules used by a communications device such as a computer, router or network adapter to allow the device to request and obtain an IP address from a server which has a list of addresses available for assignment.
DHCP is a protocol used by networked computers (clients) to obtain IP addresses and other parameters such as the default gateway, subnet mask, and IP addresses of DNS servers from a DHCP server. It facilitates access to a network because these settings would otherwise have to be made manually for the client to participate in the network.
The DHCP server ensures that all IP addresses are unique, e.g., no IP address is assigned to a second client while the first client's assignment is valid (its lease has not expired). Thus IP address pool management is done by the server and not by a human network administrator.
The easiest way to renew in XP is either from Control Panel select Network connections right click your network adapter icon and select repair, or from a DOS box (Command prompt) type :-
ipconfig /renew

For Small network we can manually assign ip address to the clients. if the large network it is time consume to assign ip address to the each and every system (more than 50). DHCP is used to automate the IP assigning and related configuration.
DHCP server provide the information about IP assigned Ip and Dns Info to the Clients.

Dynamic Host Connection Protocol. This is used to dynamicly assign an IP address to a PC or other network device. This prevents IP address conflicts and is the normal setting on most PCs. Servers are set as static ip addresses.
To renew on a PC: go to Start, Run, CMD, enter ipconfig /renew
