Yes. They do not have control over their anal sphincter so when build up enough it just comes out.

Unless a bird has been trained when to defecate, like my cockatoos are, actually they know to lean over and go on the newspaper on the floor instead of on the furniture but it took a while to teach them that. All birds defecate while flying.

All birds relieve themselves while flying. You must have at some time in your life been under a flock or blackbirds or robins. The bird feces that appears on cars is most likely aerial dispersed. We don't generally see birds stopping, landing, then defecating on the roofs of our cars.
