Everyone has fluid around their brain. Sometimes babies can have a disorder where this fluid doesn't recycle properly and it builds up causing a condition called hydrocephalus...It is very damaging to brain tissue, but surgeons can repair it, hopefully before too much damage can occur.

Eveybody has cerebrospinal fluid around the brain as a shock absorber. The reason for babies' heads seeming softer is that the cranial plates are not yet fused. These sutures <4 in no.> fuse early in life.
The other functions of csf are nutrition provision, phagocytosis, shock absorption.

There is a small amount of cerebrospinal fluid around the brain. It is produced inside the ventricles (chambers) inside the brain and flows out beneath the cerebellum and flows all around the brain.
Hydrocephalus refers to an obstruction to this flow that makes the tissues stretch.
When it is obstructed, the fluid is INSIDE the brain mostly.
