God gave only humans free will. To do as they chose; that is an option while keeping His commandments. All the time God is keeping tabs. Destructive minds go against the tenets of God and therefore against the persons themselves in the final test. When we pass from this world, no one really knows where, is when God will sit in judgment over all. Don't think anyone of the destructive persons will escape the pain of what they have done to others in this world. Only time will tell. But it's beyond our reasoning and powers to judge except within the framework of man made laws.

I think that destructive minds belongs to ill persons which need health treatment and to live the life with more care and attention.

By constantly doing house keepinig in the mind. That is,
Removing the bad thoughts , and
Filling with good thoughts.
Choose the right methods of reading scriptures or attednding discourses etc.
