Yes. I would. It happens all the time Soccer mom. Your examples a bit confusing. Anger is emotion and behind every terror there's also anger. But if you mean concept (idea), people have fought it to death in all known history. Nazism was an idea that was fought. Recall the specter of Communism behind the Vietnam war! Even war on terror is all about concepts seriously! The Greeks did not fight the Trojans for ten years just over a woman called Hellene. No sane people do that unless a concept is at stake. The war was a conceptual one. Different passions come into play when people are fighting over concepts, the most prominent being anger. We fight to "defend and protect our values and ideals." Protect and defend? What? Concepts.
Joseph Conrad: "There is no rest for a messenger 'til the message is delivered."
Yes, I would declare war on a concept I detest and loathe and fight for a concept I love and cherish. Of course every ninny knows that you cannot literally fight a word/idea but people holding onto those concepts.

Of course, all concepts are challenged in some way. Anger is an emotion, and if it can be controlled by teaching and presenting other concepts that would channel that anger, then certainly that would be a battle worth fighting as long as it would result in the desired effect of ....stopping the anger. However, war...is in some respects, anger.
So...as to terrorism. It is a concept of inducing physical and emotion harm, death to living things, it is a war in itself against others, and things that certainly require adjustment so to speak. War against such a concept is perhaps the only way to eradicate the terror, one could say for the sake of augment that one must use force to remove that which is terrorizing.
However, if you are just asking, and I believe this is the root of your question, is war ever justified. It is, for there are moments in time, concepts, beliefs, for the sake of humanity, worth fighting for. Putting all out, not necessarily for that moment in time, but for the times to come. Sometimes the concepts of mankind, get so out of whack, that an adjustment, even if it is war, must take it course to bring about an new and hopefully better concept for man to build upon.......

yes, i would declare war on the concept that the hitting of children is ok,,,,, and fight those who try to dress it up and make it sound pretty by calling it "spanking",,,, its assault! and i would defend those who cant defend theirselves and who are held in the oppression of physical violence
