You have to get sunlight to tan so unless there are mirrors on the pool floor only the bits facing the sun will get a tan.

Mostly on the back, but if you swim freestyle or corkscrew (alternating free and back), then you'll get both sides. I swim so much during the summer that by the time school comes around again, my back looks like somebody painted a bathing-suit shape onto a very tan back. The tan lines are SO strong that you can still see the difference in December!

If you do backstroke and free (or fly/breast) then you will tan both sides. If you do mostly free, like me, then mostly your back and the back of your legs will tan. Watch how tan you get on your face when swimming- or you will get a tan line around your goggles and cap. I would suggest putting sun block on your face at the minimum- but best on your back and shoulders also. Even with the sun block, you will tan plenty!

Mostly on the back, but due to rerfraction some of the light goes to the front of body.

not necessarily. you'll most likely get sunburned on the side facing the sun, and the other side will remain unharmed, unless you switch back and forth between back stroke and freestyle.
