Prague is the most beautifil for 14 - 17th century architecture.

Being centrally located in Europe, it was the main trading route to all destinations way back when.... you can truly see the wealth in the buildings for it's time

Budapest is very nice as well

Paris (France), Prague (Czeck Republic), Vienna (Austria).

I, personally, think that Vienna, Prague, and Madrid are, but everyone is going to feel differently.

If by elegant you refer to the people, then it must Rome. If you refer to the cities themselves, I would vote Amsterdam
