There are several exercises that would suffice.

You can push against one side of your head while forcing your head not to move. This is called isometrics.

You can also do head bobbing. Many people do this; and it is fairly easy.

You can lie on a mat on your back and try to lift your upper torso with your head and neck muscles.

You could start wearing an oxen yoke across your neck. That should strengthen it.
