if using substances that changed your mind and destroyed your body slowly were punishable by death.

EX: use of inhalents, alcohol, illicit drugs like marijuana meth perscription drugs(used recreationally) any type of hallucinigen, ect. would get you shot on the spot in the head by a police officer if your found out.

Why waste ammunition? Just let them waste away on their own. Execution should only be for those who harm others while in a stupor. Sure, it'll take longer, but there's no sense (to me, that is) in shooting or jailing them. Let nature take its course. Perhaps in time, they'll get the hint; if not, oh, well...

Well if you think about how long it takes to execute someone on death row and how much of the taxpayers money that they waste in appeals, I actually think the world would be a much much worse place.
And besides, if the only people on the streets were sober, god-fearing, squeaky clean types then there would be no chaos factor keeping the population in check and life would be boring and miserable. Art and music would probably cease to exist or at least excite, and more people would have anxiety disorders.
By the way, don't be such a prude.

well i dont think there s such law in the world like that
law was made for the sake of people so ...your question is some kind of too much expectations....its like people is the law in your question.....so world cant never be a better place if is the case

No, when the US banned alchohol in the early 20th century, everything went totally crazy. That's why they had to un-ban it.
