I don't know what's up with these other folks answers but games like God of War, Resident Evil, and Grand Theft Auto ARE NOT RPG's....
I'd say that the RPG that impressed me the most on the PS2 would have to be a toss up between Dragon Quest VIII and Kingdom Hearts.

grand theft auto meets the requirements of an RPG, but i would not call it the best
chrono trigger is an awesome RPG, but both "chrono trigger['s remake]" and the second game, "chrono cross" were for regular ps, not ps2
disgaea is an awesome game, but it's an sRPG, (strategy rpg) so i don't think that would fit the bill
kingdom hearts and kingdom hearts II are aRPG (action-rpg) so i don't think they fit the bill
with all that, it really narrows down the field, leaving dragon quest VIII as the most probably victor.
the final fantasy series is great, but they didn't make any GOOD games after they made FFIV (the exception is FFTactics) - the three (four if you count the MMO) that are on ps2 aren't worth the lint in your belly button, assuming there even IS lint

throwback to the SNES, ChronoTrigger. yeah it was re-released on the PS2, i think it was an extra to chrono-cross though.
