Start with no pennies:
1 quarter

1 dime, 3 nickels
5 nickels

Now try 5 pennies:
2 dimes, 5 pennies
1 dimes, 2 nickels, 5 pennies
4 nickels, 5 pennies

Now try 10 pennies
1 dime, 1 nickel, 10 pennies
3 nickels, 10 pennies

Then 15 pennies
1 dime, 15 pennies
2 nickels, 15 pennies

And 20 pennies:

numerous ways. with angels ways added
also 25 pennies,
two dimes and one nickel,

4 nickels + 5 penny"s
20 penny + nickel
15 penny 2 nickels
10 penny 3 nickels
15 penny + 1 dime
or 5 penny 2 dimes.

also 1/2 cent coin (half cent penny)
also 2 cent pieces
and 3 cents pieces.
and 20 cent pieces.
the above aren't made anymore but still sold
and collected.

so there is about 100 ways total with all USA legal tender coins to make change for a quarter. but very expensive change I might add.
