If finding friendly and great looking guys defines your criteria, then I would definitely suggest Brazil or Italy. That definitely narrows your choice to two countries. From there, you can do more research about these countries cultures, values, rules, political/economical situation, travel opportunities, and interests. For example, if you are interested in nature and ecology, then Brazil will be your best bet. If you want a country with an artistic and historical background, then Italy will be your best bet.
If I were in your situation, I would probably try to find people from these countries and get more information about life in these countries - not just from a touristic point of view, but from a realistic day-to-day point of view. For example: How do the people act when they meet foreigners? Are they (for the most part) friendly towards people who don't speak their language? Is there a big gap between the social classes? What is school like over there? Do teachers encourage class participation and the exchange of diverse opinions, or do they require students to keep quiet? How about social opportunities? Do people your age hang out at specific places? Is dancing part of their social "rituals"? In Latin America, for example, young people dance at parties. Guys would ask girls to dance, and they usually dance as couples. This is not the norm in most European countries. Dancing is a big part of the Brazilian culture.
Do your research, but I'm sure that whatever country you choose, you will have one of the best experiences of your life.
Good Luck to you!

There is no right answer to this question, as I can guarantee that wherever you go in your exchange, it is going to be a great experience. Still, I understand you have to choose, so you should think about your affinity with what you know of the culture of those countries and the language spoken.
You say you would like to find plenty of friendly, great looking guys; again, this depends on what you call great looking, but I think you are more likely to find lots of fun and opportunities to meet people in countries with beaches and a lively social activity. From the ones you mention, I'd have to think mainly Brazil, and maybe Portugal, as the beaches are fine there too and, being in Europe, you can travel to almost any other country very cheaply.
