It's a display of strength, ownership and domination. It's very similar to dog behavior. If a dog lays on you, he owns you. One dog won't let another lay on them unless they own them or are more dominant than them. Girls let guys do it because they like them. Guys do it to show off, it's pretty primative behavior and it's nicer than dragging them by their hair :D
