Tupac Shakur.His lyrics were just so real,he portrayed both sides of ones personality,the violent merciless side in songs like hit em up,troublesome 96.Yet he was real and honest enough to portray the softer more considerate side in songs like dear mama. His intelligence is also unrivalled compared to other rappers imo,particularly the muppets we have to listen to these days.

I can't honestly say one rapper is better than all the rest but if I had to choose I wouldn't even go with a single artist, but rather the entire Wu-Tang Clan.
2pac's great, Biggie is amazing, Jay-Z, Nas, Rakim, there's probably 20 other names that deserve to be mentioned here but to me, no one compares to Wu-Tang. Together, they formed like Voltron to make arguably the greatest rap record ever in 36 Chambers. As solo artists they put out more classics than you can count, GZA's "Liquid Swords," Raekwon's "Only Built 4 Cuban Linx" and almost any Ghostface album, just to name a few. Finally, though they haven't put out a record in a while, the Wu is still going steady with solo albums and continue to tour together. To me, nobody changed the rap game and remained one of the best in it without selling out more than the Wu-Tang Clan.

Not too many hip-hopers know how to do that.
He kept it real.'
