Fill up the 4 liter container. Now empty it into the 9 liter container. Fill up the 4 liter container again. Again empty it into the 9 liter container. You now have 8 liters in the 9 liter container. Fill the 4 liter container one more time. Pour out of it to fill he 9 liter container. That will take 1 of the 4 liters leaving 3 liters in the 4 liter container.

fill the 4 container. pour it into the 9 container.
fill 4 container again, pour into nine container.
fill four container one more time, pour into 9 container until it is full.
The 9 container already has 8 liters in it, it can only hold one more liter from the 4 container, leaving the other 3 liters in the 4 container.

both are empty.
fill the 4 liter one.
dump half (=2 liters) of the 4 liter one into the empty 9 liter one.
dump half of the contents (=1 liter) in the 9 liters into the 4 liter one.

4 liter one now is holding 3 liters.

take the 4 litre container fill it and empty it into the 9 litre container, do this twice, on the 3rd time you will empty the 4 litre container into the 9 litre container, however because the 9 litre container already has 8 litres in it (i.e. 4 litres plus 4 litres) it will only allow you to put one more litre in which will leave 3 litres in the 4 litre container.
