How could the new CD I bought with the white security tape intact be replaced with somebody's home-burned CD?

How could the new CD I bought with the white security tape intact be replaced with somebody's home-burned CD?

It happened to me and I'm mystified! I understand how a CD can be repackaged to look original, but how could it be done with a NEW SECURITY STRIP replaced on the edge? Or must it have been done by someone at the factory?

maybe they got the tape off in one piece, or they made their own security tape at Kinkos?

or thats just the design of the actual CD, to look like it was "home burned".. just like System Of A Down's "Steal This Album".
