You could still sign up now and put the effective date as of the day you signed up, then go to the doctor. You'd tell your doctor that you have new insurance and were not yet assigned a number or given a card, once your insurance is set up you can call them with the information.
Technically, without any diagnosis or treatment you're not 'pre-existing'. Unless you have been diagnosed with something. If it's just for a check-up or for a concern to put your mind at ease, I'd just go in and suck up the bill. It shouldn't be too bad. But if they want to run tests, then you should ask about a sliding scale pay plan.
If getting the insurance now is out of the question, go ahead and call all of your local proctology offices and ask if they take self-pay patients. If they say "yes" then ask them if they will take you on a sliding scale basis. This means you can let the doctor decide how much you'd pay (sometimes weekly, monthly, etc.) based off of your income.
For example, I did this many years ago on a surgery that was roughly $2,500. I paid $250.00 per month until it was paid off.

you could file like you have insurace already, but it would most likely be denied by the insurance company, as it is a pre-existing condition (as in the condition was treated before your coverage began). But whatever you do, don't skip out on going to the doctor because it will cost you. I believe in most areas a general visit at that type of specialist is about 100$, which is a lot better than what you may pay later if the condition complicates

A specialist will be pretty costly. If I were you, i'd try to buy some time with out the proctologist by seeing your regular doctor.

Go to the emergency room of the nearest hospital. If you don't have money to pay the bill, they will probably tell you to meet with the financial department of the hospital to discuss payment options for you.

call around and see if there is an after hours clinic that might work with you on the money part or see if you can be seen at the health department.good luck
