Neither incest nor masturbation.
Masturbation implies it's you, touching your own body (i.e. when you touch yourself, you feel it). If you touched your clone, would you feel the stimulation, or would your clone? That's right- your clone would, because except for the fact that your DNA is the same, you are different people in separate bodies. It definitely wouldn't be masturbation.
Incest is the term for sexual relations between people who are closely related. Are you and your clone closely related? I suppose it's a matter of semantics- I'd say that you were just copies of one another, and since 'incest' is usually applied to sibling, maternal, or paternal relations, and not clone ones, I just can't say.
I guess it could be incest, but I doubt it, and it's definitely not masturbation.

masturbation, its still you just in a different form or in this case a clone of yourself.
