Thats 2 different questions. Clearly a non american judge can judge an American singer, as that is what Simon Cowell does now. I would say it is less about your nationality and more about how uch you know about the music industry that would qualify you as a judge.
No, I do not believe a non american can enter the contest. I know that is why the have many Idol shows around the world. I live in Canada and I know that you must be canadian to enter Canadian Idol.

I don't think that you are allowed to try out for American Idol if you aren't American. In Canada we have Canadian idol and a few years ago they had World Idol where all the Idol winners competed against one another and American idol winner Kelly Clarkson competed for America and I think the German idol winner won it but I have never seen it again and Idol has been on for what 6 or 7 seasons. I think for the judging purposes it doesn't matter or they may consider that person a guest judge.

yeah a non american can win american idol. i think you are talking about simon and i think he is an okay judge but some of the choices he makes are a little extreme.

I am pretty sure you have to have at least a citizen ship card..not nessecarily 'born '' in America...but became a citizen legally..........
