As a godparent, you have no more right to custody of the child than I do. We're non-relatives, so the state would look for relatives or licensed foster homes before they'd pick us.
If the other parent wants custody of the child, they will get it. Parents have priority, unless they are proven unfit.
Do (both of) the parents want to give you custody? If so, they could voluntarilly give you custody.
If the parents don't want to give you custody, you're fighting a losing battle.
For the person who answered that the parents can leave custody in a will, they are wrong. You cannot will custody of a child in a will. You can suggest it, but that's all.

You didn't give much information.
If I'm thinking correctly, a Godparent is the person chosen by the parents to raise their child in the case of their demise. However, a blood relative will still be given "first billing" if there is no will stating you are to be given custody. And if the natural parents are still alive and not deemed unfit by the court, the court will probably laugh at you.

Call your state bar and check to see if they have a referral service. Indigency forms from the Courts are only for criminal defendents, but in my state attys must do 50 hours of free legal services each year.

I don't think you have standing to get custody of your godson.
What's the basis for custody? His parents are being prosecuted by the state for not taking care of him.
Usually then, it's more preferable for relative placement, ie. uncle, aunts, grandmothers, and grandfathers.
