when one "rants and raves" that means they go on a tirade of complaint or awe
they loudly gripe/compliment whatever their target is, for some length
like yesterday, when i decided that i wanted a baked potato with an over easy egg placed inside of it. i ranted and raved about it for a while, because it tastes so good. i was forcing my opinion on poor passersby.

"Rant" is when someone has something to say but doesn't really care what other people might think about it. They just want to push their ideas/agenda on other people.
"Rave" is when someone rants to the point of being abusive or obnoxious.

It is an expression that refers to someone who is
a) very angry about something and going on and on about it or
b) crazy and speaking/yelling wildly
In either case it is a highly emotional monologue where sense and reason are lacking.
