if the lights went out in the whole hotel, don't give the staff too hard of a time, its not their fault! really, you don't controll when power is out at your house, you know..
but go speak to the front desk manager, be really nice, just explain that you didn't get much sleep, and you understand its not their fault (TRUST ME they didn't do this to ruin your stay, that is the last thing they want to do), but that you would like a refund. give them a chance to fix it. you might get a free night out of it, or a refund. most hotels will do that given the situation.
if the staff is being rude to you, or refusing to refund the money, leave them alone, you won't get anywhere with that. go to their chain website (hilton, marriot, best western, kimpton etc) there is a phone number for customer care ,or an e-mail. e-mail them, call them, once agian be nice, its not their fault. The chain itself will be more likely to do something about it, rather than just leave it alone. Make sure you have the dates of stay and excatly which hotel it was.
You do not want to speak to the owner, they are usually not involved in managing the hotel and have nothing to do with customer care. Most big chain hotels are owned by companies (franchises), you still do want to go to the chain itself. So lets say it was a Hilton HOtel, and it was operated and owned by Hotel Managment Inc. You still want to go to www.hilton.com, and not www.hotelmanagement.com, you get the picture.

I would start by contacting the hotel and speaking to the general manager or desk manager. They may be able to refund you part of your money. At least give them an opportunity to make it right first. There may have been factors far outside of their control.
If you don't feel they are at all concerned, and it is part of a franchise: Hilton, Holiday Inn, Best Western . . . call the reservation number, they will put you in touch with customer service. Other than that log onto the hotel web services such as orbitz, hotels.com, yahoo!travel . . . and rate your stay, at least that way, you may save others from dealing with the same problems.

I would first write a letter to the Hotel chain. Then go on the internet and find all the sites that rate hotels and bash them all over the net. Maybe next time, they'll be sure to compensate their guests bu a free dinner or nights stay.

FIRST check to make sure that the portion of the city you were at wasn't having a blackout.
Next, talk to the manager of the hotel. You can't really whine about the quality of the hotel, but you can see if you can get a refund.

My sugestion is to tell either the owner of the hotel, or possibly the power company. I don't know if it'll help that much but try it, anything is possible. Have a good day!

You should probably find someone's email in managment at the hotel. Sounds like that situation was totally crappy. I hope you can get your money back!

You could call for the manager and see if he's in (if it's a she don't bother complaining because she's probably working hard and men are so lazy sometimes, no offense)and complain to him.

they should have emergency lighting so u could find way to an exit if it was a fire or something.
