I was staying at a 3 star hotel in London and on th second night of my stay the lights went out, It was freezing, no hot water,etc AND the alarms went on 3 times in the middle of the night!!!

I heard some other guest in the morning saying that they should have emergency lights and that he would complain.

If I wanted to complain, who should I complain to? (ie some organization responsible for quality of hotels?!)

I can understand that you want to complain, but what is your objective? Do you want a remedy ? Some consideration ? What do you want ?

The first step is the hotel manager. Give him/her a call. Tell them what you want and ask for what is reasonable giving your reasons as to how it affected you. Explain that you did not get what you paid for and you would like some compensation.

This is the best way.

Some folks book through a reliable web booking service and those folks have a bit of "clout" ... like cheaper than hotels, Expedia or Travelocity etc etc.

But it's always better to do it yourself. And be persistant with a smile :) ...... rely on the truth ..... you paid for a service, and the service broke down, please compensate me.

I think that you should complain to the manager of the hotel. Anyways he is the one who is responsible for anything that happens in the hotel. If you complain to him, I am sure he will take care of everything and maybe he will know if there was something wrong with the electricity at the hotel that night. I would complain to the hotel manager first by phone and also by email. I would take down the names, number, time of day and when you called and etc. I would tell him of your problem and let him know that it was against the fire code and health code viloations and someone could have gotten hurt that night. The fire code because of no emergency lights that night were on and the health code because they should have a generator that should have kicked on the emergency lights. Good luck.

I would certainly start with the hotel's Manager and go from there. Be nice but firm and ask for the Manager's boss all the way up to the owner of the hotel. Ask for phone numbers, email addresses and snail mail addresses and write to each of them and be sure to cc copies to each. Let them know that you did not pay for such and what you want in return, a refund, partiel refund, or whatever it is you want to accomplish.

If the event was caused by something beyond the hotels control there is little recourse.... However, you may be able to work out a deal with the hotel management.

complain to the hotel manager if it's a good hotel he might give you a raincheck for next time . As a rule ,we are allowed to use the electricity when it's available . Otherwise not.
