Go to Ameritrade.com. But, seeing as the stock market is gonna plummet really soon, why would you wanna do that?

As far as the best and cheapest platforms go, you need to refine your question as some best offerings only allow a buy-in at a given amount (ie. $5K, $50K etc.).

I would suggest you contact (by their website) Charles Schwab which is a discount brokerage firm in the U.S.

I use them and find it great to do all my transactions online. They will also assist you regarding your question about being a British resident, I am not versed in that at all.
