its the smoke that you are inhailing. Your lungs disperse oxygen to your blood. If your blood is getting less oxygen with each breath, by inhaling smoke instead of all oxygen, then your lips can turn blueish. the same thing when someone stops breathing from being underwater or choking...their lips turn blue....

No. That doesn't happen (unless someone were to take cigarettes out of an ashtry, re-light them, and get ashes on their mouth).
People who smoke (especially those who smoke cigars) can get lip cancer, and I don't know what lip cancer would look like.
Smoking has plenty of bad consequences, but it is just not true that people get black lips.
