Because Germany fears dissent. They would like to pretend that everyone all gets along and shares the same modern liberal values. When someone comes along who disrupts that status quo, Germany panics. Thought crime laws may not actually prevent people from thinking ceratin things, but it prevents them from spreading their ideas to others. I guess they think by trying to cover up dissent it will magically disappear.
