i got a new phone today in the mail , to replace my other one , and i programed it by pressing *228 and its say sorry we cannot program your phone at this time . Am i doing something wrong , how can i fix this ?

call customer care from a different phone. Get them on the phone and tell them you need to do an "ESN Change"
they will ask for the ESN number on the back of the NEW phone. After they get done, they will have you *228 the phone and it will program.

(warranty/insurance doesnt activate the phone when they send them out)

Did you follow the instructions on the paperwork it came with to activate?

After pressing *228 press option one when it asked you too.
