Of course-- any activity where you keep your heart rate up for extended periods of time will help you melt body fat all over. In fact, there is no real way to "target" specific areas of fat-- there are areas where your body is more prone to storing fat, and exercising that one place will not change the amount of fat there. If you want to tone your stomach, however, the best thing to do would be activities that hone in the area, such as crunches, etc.

As long as you get nice and sweaty and get your heart rate up. Any physical activity performed 20 continual minutes 3 - 5 times per week is classified as cardio which burns fat.

Only if you ride it on a regular basis, by the way coasting down hill is cheating.
