I would suggest guppies. They breed easily and quickly. They also grow pretty fast. You won't be able to raise enough in a 20 gallon to feed our oscars, but it'll be a start.

In a 20 gallon I think your best bet would be convict cichlids. Look them up. All you need is a pair, and instead of just having a tank of feeder fish you actually have a cool cichlid tank that produces. they don't need much, they breed continuously, and the fry grow fast.
Wild Oscars get very little, if any, fish in their diet - most of it consists of crustaceans and insects. FIsh are fine,and they are nutritious (how can anyone say they're not??), but they should only be a supplement to a more varied diet.

Guppies are not a good idea to use as feeders for oscars. They will mute out your colors quickly. You need to feed them a fish that has an orange pigmentation to it. If you want to breed a fish at home for oscars I would suggest platys. They are easy to breed and will help your oscar keep a nice deep coloration. Guppies are fine if you are ok with your oscars losing their color, otherwise stick to goldfish, platys, colored mollys etc.

Oscars don't reatin pigment from eating pigment. The only way you'd lose color is if you fed only feeder fish, as they don't have much for nutrients. Killifish are egg-layers, but they breed just as easily as guppies. Killifish will grow to 2-3 inches- so when your oscar grows bigger you can feed him older killifish fry as well. It would take several guppies at a time to satisfy a grown oscar.

Guppies are the only practical answer. Goldfish get too big for this size tank and rosy reds (the best feeders IMO) need to be about 4" - 6" (adult sized) to spawn, so it will take a while to raise these before they start producing babies of their own. Even, then, you'd need a bigger tank (and some grow-out tanks) to raise enough babies to a size that they'd be practical to use as feeders.

Guppies. Convicts nurturing behaviors make them hard to give up as feeders, though they may work well. I get too attached to them after seeing their parents look after them for a month. Guppies are stupid & try to eat their own babies, so there's less attachment with the owner.

consider catching local minnows, i have done this for over 25 yrs and have had great luck with it
all you need is a minnow trap and a piece of bread, let it sit a few hours and you will have all the live food you want, the minnows will eat flake food
i actually use a 35ft net and catch them that way

yeah guppies would be best i think.
3 females to every male and make sure you vary they diet with other things like good quality flake and frozen foods.
