1) because the boat is traveling in the same direction as the current. Both velocities add up to 25km/hr, the current is 4km/hr, therefore the boat's velocity is 21km/hr

2) acceleration is the rate of changing velocity over time

I like stmc's answer because, not only is she correct, she gives the reason behind the question not just the answers. Maybe that way the questioner will learn how the answer is arrived at and will be more likely to remember how to answer the questions on a future test.
