If you don't like her... then she can't possible be your friend.
If she is under the impression that you are her friend...then just pretend to be sorry to see her go. Give her a last cup or glass of something and say you will miss her.
Then jump for joy when she is gone.

I say give her a farewell card, sold along side other cards in stores, and give her a hug goodbye. Also wish her well in her new life and new home. Don't over do the gooey goodbyes, but just wish her luck and a good farewell.

Well I would just say goodbye. The only thing that it depends on is if she knows that you don't like her or not. If she does just say goodbye, if not add a hug for good measure.

Just be kind and thoughtful. Tell her to take care, and keep in touch if she is able. Most folks that move (unless extremely good friends) normally just fall out of touch. In this manner your not being rude and parting as friends.

Don't. Keep her close to you by staying in touch through IM and emails, text messages... until the day you two can reunite for good.
Keep the faith. Give her a necklace to wear or a clothing item that is yours.

Well, it depends,
first of all what kind of a friend is she?
is she just a "Oh i know her" or a "oh i know her and she is a good friend"
then, you should remember she is never going to see you again and she will always remember you as either the girl who said good bye or didn't.
i think even though you say she is not a likable friend you should just say
"Oh thanks a lot for being my friend, best of luck, Good Bye!"
