I cannot send e-mail using outlook unless i start up in safe mode.
Does anyone know what this error means, and how i can fix it?

Do not reinstall Outlook as suggested above. This is caused by antivirus software. Open your anti-virus software console and double check your setting. Also, make sure you are not double-firewalled (both Windows and your AV software)

Oh man... I hate this kinds of error. they actually dont tell anything about it. Only one who might know about is the creator who created the error. So I'd search microsoft website or Windows Help center, although its futile....
the best thing to do is reinstalling the software. The software is included in an Office installation disk. And even better than that: use the website that gave you the ID to check your emails. Like Yahoo or google or msn, whatever it is, if go there and sign in with your ID, they might have something to check your emails. Other wise its really weard.

This seems to be a problem caused by Norton Antivirus. Try disabling it before sending e-mail, or disable the mail scanning option in your Norton Antivirus.
