One can say that it is that we experienced in a past life.. however, the feeling of deja vu can be induced when particular regions of the brain are electronically stimulated. The part of the brain believed to be responsible for the feeling of deja vu is the rhinal and in particular the entorhinal cortex (spelling?)

I just don't know if you can read these because they require subscriptions, but if you google "electrical stimulation feeling of deja vu", you'll find some information on this topic

As far as I know it's a little glitch in the brains.
You experience something, but the conscious, rational part of your brain doesn't pick it up until a fraction of a second later. It's that tiny time span that makes it seem like you already experienced it before.
