Ok, I was in a similar situation as you. I was a skinny young kid who wanted to play football but my parents wouldn't let me because of my size.
You must eat, eat, and eat. No diet foods. At your age your body burns calories faster than you can put them on. Pancakes for breakfast is a winner and a lot of starchy foods. Pasta, fries, and alot of meat for protein. You must eat alot along with muscle building psyhical training. Running, push ups, sit ups, weights...get into a routine and keep it up. do not do steroids. I think your growth spurt will come in good time. Just workout and run. Do alot of squats and lunges. Don't focus too much on your arms. Football focuses more on leg strength than arm strength. Eat a high protein diet. Cheap protein includes: Tuna fish, peanut butter, canned chili w/beans, just look at the nutrition facts.
Please do not do steroids. That is a decision you would end up regretting. Oh yea and there is a supplement called whey protein if your interested in that.

look, you're only 13. SLOOOOWWW DOWN. the weight will come. keep working out. if you're undersized when you've developed then do something about it. creatine and a good diet with exercise should do fine.

dude relax, you're only 13. you'll get bigger as you get older. i would advise you to keep working out and stay on a diet. sounds like you might be fast, so keep it that way!

its okay dude......im also about 110 Ibs. just keep working out........my friend did 30 push-ups every morning when he wakes up and 30 more when he get ready to get to bed and his arms got rock hard real fast..........just dont take any drugs......are you a WR......cause thats the best position for you if you are 107 Ibs................................................................
